23245316 Move gobject-introspection to Userland and update to 1.46.0 PSARC/2016/290 gobject-introspection 1.46 & pygobject 3.18

Solaris expects a single copy of the .py files for both 32-bit and 64-bit,
and then places 64-bit specific items in a '64/' subdirectory.  As such,
the 32-bit and 64-bit versions of these utilities need to always load from
/usr/lib instead of /usr/lib and /usr/lib/$(MACH64) respectively.

Not appropriate for upstream.
